Based on the Office of Developmental Programs (ODP’s) Annual Data Report for Fiscal year 2022-2023, here are the number of individuals currently enrolled in ODP programs in Pennsylvania.
This data was extracted 1/25/2024 with PROMISe cycles through 12/31/2024.
Data includes Intellectual Disability and Autism (ID/A) expenditures by Administrative Entities (AE).
Since fiscal year (FY) 2019-2020, the expenditures for ID/A have increased by $765,098,067 (over $765 million).
Based on the money spent in FY 2019-2020, the increases in expenditures is up to over 24% for FY 2022-2023, and figures for FY 2023-2024 are forthcoming.
Since fiscal year (FY) 2019-2020, the expenditures have increased by $11,637,397 (over $11 million).
Based on the money spent in FY 2019-2020, the increases in expenditures for AAW is up to over 32% for FY 2022-2023, and figures for FY 2023-2024 are forthcoming.

Data includes Adult Autism Waiver (AAW) recipients, and is extracted from the table of AAW recipients broken down by county.
From June 30, 2021 to June 30, 2023, there has been an increase in of nearly 11% in emergency prioritization of urgency of need for services (PUNS), and critical status have increased slightly on PUNS.
This data was extracted from HCSIS PUNS Monthly Fact – PUNS Snapshots on 1/24/2024 and included in the ODP Annual Data Report for Fiscal Year 2022-2023 (link provided above by clicking on the orange button to review full report).
Based on the information provided by the Information Sharing & Advisory Committee (ISAC) 2023 report, the following changes for Pennsylvania were seen.
The percentage of individuals receiving CPS in community settings decreased from 77% in FY 2020-21 to 71% in FY 2022-23.
The number of individuals utilizing self-directed services increased from 5,230 in FY 2020-21 to 6,496 in FY 2022-23.
The percentage of individuals reporting weekly visits with friends, relatives, or neighbors declined from 48% in FY 2019-20 to 40% in FY 2021-22.
In FY 2022-23, 5,122 individuals utilized one self-directed service, 1,427 used two, and 547 engaged in three or more.
